The one exception to that rule is when the original of the diploma or degree certificate bears the apostille of the Department of Education of the Russian Federation, which basically binds the diploma and the transcript thereto together as one document. In that case, the diploma and the transcript thereto will be legalized as a single document bound by the apostille. Another distinctive feature of consular legalization of diplomas for the United Arab Emirates is that you will be required to provide an archival letter of verification from the university to confirm that the diploma holder has indeed studied at and graduated from this university. You will not be required to provide such letter of verification in one case only – if the original of the diploma or degree certificate bears the apostille of the Department of Education of the Russian Federation, which confirms authenticity of such diploma.
